An unusual, possibly mid to late 20thC Arts & Crafts style gilded metal two piece "Native Amercican Inidian Chief" on stand.
Made to resemble a part weather vane; as a toy balance/mobile automaton/folly or just a sculptural piece that can be used in the garden or a conservatory or indeed indoors.
The "Chief" with his bow and arrow rests/balances on the stand and can rock to and fro like a pendulum. Hours of fun!
